Specialist Analyst: Market Risk and Transparency Department

Purpose of the Job

The primary responsibility of this role is to oversee the implementation and supervision of the regulatory framework for Credit Rating Agencies (CRAs) and Financial Benchmark Administrators (FBAs). These organizations are key players in maintaining financial market transparency and integrity. The successful candidate will report directly to the Senior Manager: Ratings & Indices and will be part of the Market Risk and Transparency Department.

Key Responsibilities

  • Implement and administer the Credit Rating Services Act (CRS Act), as well as regulations for financial benchmarks.
  • Conduct on-site inspections of CRAs and FBAs in line with the Risk-Based Supervision approach.
  • Review applications for licenses, amendments, and exemptions for CRAs, and assist with applications for FBAs.
  • Contribute to the development of regulatory instruments, guidance notices, and policy frameworks.
  • Represent the department in various external meetings, forums, and seminars.
  • Prepare and deliver routine management reports and updates.

Qualifications and Experience

  • A Bachelor’s degree in Finance, Economics, Accounting, or Law.
  • 7 years’ experience in the financial sector or regulatory environment.
  • Experience in financial markets, credit rating services, or financial benchmarks is an added advantage.

Specialist Analyst: Investment Providers Department

Location: Pretoria

Purpose of the Job

This position involves ensuring that authorized Financial Services Providers (FSPs) and their Compliance Officers comply with the Financial Advisory and Intermediary Services (FAIS) legislation. The appointed candidate will support the Investment Providers Department by conducting financial analysis and inspections, and identifying compliance trends that affect the financial services industry.

Key Responsibilities

  • Analyze annual financial statements and statutory returns of FSPs.
  • Identify and report on trends in the financial services sector.
  • Assess financial risks from reports and recommend appropriate actions.
  • Liaise with FSPs about any compliance issues.
  • Conduct on-site inspections as part of a risk-based supervision approach.
  • Support the team with ad-hoc projects and regulatory tasks.

Qualifications and Experience

  • A Bachelor’s degree in Commerce, Law, or a related field.
  • At least 3-4 years’ experience in financial services or compliance management.
  • Knowledge of FAIS Act, FSR Act, and other relevant financial sector laws.
